George W Bush Blocks Foreigners from his official site

So George W has blocked foreigners from accessing his official site. If you are accessing the site from north america you can see it but most of the rest of the world can't.

So all those foreigners who are eligible to vote in the US election cannot get information on GW or his policies etc. It really seems strange to me because wouldn't that make people not vote for GW even more. Maybe he is a complete moron, well he is actually but thats a side issue. I still cannot see any logic behind this decision at all.

Any ideas on why this might have happened????
